The CEFR

The CEFR, Common European Framework of Reference for Languages
is a tool designed to address the Council of Europe's overall objective of "achieving greater unity among members" by "adopting a common approach in the cultural arena", whatever the degree of proficiency. In this respect, the CEFR serves as a tool to promote multilingualism.
